Advanced Training Bureau

The Advanced Training Bureau is responsible for providing the Certification by Waiver of Previous Training (CBW) course to previously New Mexico certified officers whose certification has lapsed wishing to reactivate their certification and officers certified in another state who are seeking New Mexico certification.

In addition, the Bureau is responsible for providing Advanced In-Service training to assist officers with professional development, and with meeting mandated biennial in-service training requirements. How do I apply for a Certification by Waiver of Previous Training (CBW) class?

The Application process for the Certification by Waiver of Previous Training (CBW) course is a two part process.  

Applicants must first submit a completed Verification of Eligibility - PART I packet for review and approval.  Once eligibility has been determined the applicant must then complete and submit the Application Packet - PART II.  Upon review and approval of the PART II packet the applicant must meet the physical fitness requirements (if applicable) as explained below.

Please note:  Applicants may attend an optional pre-assessment which is offered the first Tuesday of each month at 8:00 a.m. at the Academy to determine their 1.5 mile and 300 meter times.  Pre-assessment dates are posted on the Basic Training Bureau calendar.

 
Important Information Regarding Class Sizes and Application Requirements
  • Each Certification by Waiver of Previous Training (CBW) Class size is limited to 25 students. 
  • The Advanced Training Bureau will process applications on a first come first served basis. The applications will be placed on the eligible to attend list based upon the date a complete application is received. Applications received that are not complete will be returned and will not be considered for eligibility until submitted as a complete package. An application package will not be considered complete until Certification by Waiver of Previous Training Verification of Eligibility - PART I forms and documents have been submitted, eligibility has been established and Certification by Waiver of Previous Training Application Packet - PART II forms are correctly completed and all required supporting documents are submitted.  Staff will review faxed or e-mailed copies, but must be in receipt of original and/or notarized copies to consider an application package to be complete.
  • If the Bureau receives more than 25 complete application packages, the excess applicants will be placed on a waiting list, again based upon the date of receipt of a complete application. 
  • All applicants must attend the mandatory assessment for the BPOT Academy class they have applied for unless they have  submitted proof of meeting the exemption as a retired law enforcement officer. No applicant will be allowed to assess without a complete physical (LEA-3) including the signed clearance from a licensed physician.
  • Applicants will be screened on the day of the mandatory assessment. Applicants with blood pressures greater than 160/100 will not be allowed to participate in the mandatory assessment.
  • Applicants who do not pass the mandatory assessment may reapply for the next available CBW class. 
  • Applicants with complete application packages who pass the mandatory assessment or are retired and exempt from the mandatory assessment will be accepted into the CBW class. 
  • Should any of first 25 applicants with complete applications fail the mandatory assessment they will be dropped from the class and may apply for the next CBW class. Academy staff will then fill any vacancies from the waiting list with the first available applicant who submitted a complete application package and passed the mandatory assessment.

What are the Certification by Waiver of Previous Training (CBW) fitness requirements?

CBW Applicants who are not verified Law Enforcement retirees must complete, approximately two weeks prior to the start of the CBW class the 1.5 mile and 300 meter runs at or better than the 50th percentile of the Cooper Standard which is adjusted for gender, age, and altitude.  In addition, during the class the attendee must complete the Agility I and Agility II courses within the required times.  The requirements may be downloaded here: CBW Entrance Fitness Requirements

CBW applicants not meeting the 50th percentile fitness standard for the 1.5 mile and 300 meter runs will not be allowed to attend and will be enrolled in the next CBW class. A COMPLETE Part II Application Package MUST have been received by and reviewed by the Advanced Training Bureau by 8:00 a.m. on the day before the mandatory assessment. Applicants WILL NOT be allowed to assess if the Part II Application has not been received by Bureau staff, reviewed and determined to be COMPLETE by the deadline.   The only exception shall be FBI fingerprint clearances required as an attachment to the LEA-5.

Verified retirees are exempt from meeting the fitness standard to attend the CBW class, however the requirements for receipt and review of a COMPLETE application package by the deadline still apply.

What Advanced Training Classes are being offered by the Advanced Training Bureau?

The Advanced Training Bureau of the New Mexico Department of Public Safety is pleased to present our schedule for 2009-2010.  We are still developing additional training opportunities, including advanced and specialized contractor provided courses.  Additions and other changes come frequently, so please check the site often.  Additionally, if you cannot find a class you are looking for, please contact us by e-mail or phone and we will attempt to add it to our schedule as soon as possible.

We are also piloting a program to waive the late registration fee this year.  However, we are adding a “Registration Deadline” date.  This will allow us to determine the “go/no-go” for a course and send out confirmation/cancellation notices in a timely manner, one or two weeks prior to the start of the course depending on the course.  We require 12 students for most classes to be a “go,” so we would appreciate your assistance in filling these classes to ensure we can provide training in the outlying regional areas.

Confirmations normally will be mailed, faxed, or e-mailed one week prior to the start of the class for all NMDPS courses.  Phone confirmations will be made on short notice.  The confirmation notice will include course times, exact location of the training course, and a list of required materials the student should bring to the class.  Please read the back of the Training Application form (LEA-42) for additional policy information on dress code, attendance, etc.

  Primary Target Audience - Public Safety Telecommunicators, however, law enforcement offices will benefit from the course and are encouraged to attend.  For info. contact Mary Mabry at (505) 827-9623
  Hosted Courses - Registration and payment of course fees is directly to the training provider.  Do not complete and submit an NMDPS Training Application form LEA-42 to register.
  Tuition Free Courses - These courses have been funded through NMDPS, Federal Training Providers, Federal grants, or other sources and provided at no cost.
FULL
Full Courses - Once registrations for a class meet the maximum number they will be designated as FULL.  Applications will still be accepted and placed on a waiting list if the standby student will be available to attend the course on very short notice. 

Fee 1: New Mexico Certified and Commissioned law enforcement officers; Non-Certified New Mexico law enforcement officers with less than 12 months in service; Tribal law enforcement officers; New Mexico Reserve, Auxiliary and Mounted Patrol officers; New Mexico Certified Public Safety Telecommunicators; and civilians affiliated with New Mexico law enforcement agencies,

Fee 2: Federal and military law enforcement officers; out-of-state law enforcement officers; and civilians not affiliated with New Mexico law enforcement agencies.

  Group Discount:  Course fees will be reduced by $25.00 per applicant for two or more applicants from an agency (only applies to courses of two or more days duration).  This does not apply to hosted courses.  Hosted courses are those that require registration through the Training Provider.  Contact the Advanced Training Bureau if you are requesting the group discount to verify the requested course is eligible for a group discount and to make arrangements to invoice at the reduced rate. 

  Cancellation Fee:  The full course fee will be charged to those applicants who fail to cancel one week prior to the first day of the course  and/or who fail to show for the course.  Agencies may elect to substitute staff at any time prior to the start of the of the course without penalty.
